Vladimir Putin has signed the act "About labour unions", informed President`s
press-cutting service. The act demands bringing to conformity with the legislation constituent papers from all labour unions up to November 1, 2007. It concerns both profit-making organizations, and nonprofit organizations. The organizations, failing to fulfill the requirements, later on will not be able to exercise the rights and duties of labour unions. Before Labour Code and the act "About labour unions" have come into effect, there were no association, created exclusively for participation in relationship of social partnership, and at the same time meeting characteristics of labour unions. The State Duma approved the legislative proposal on November 16, 2005 and Federation Council approbated it on November 23, 2005.
